I have worked with both systems from Nuheat. If you want full coverage for an irregular area, then cables are your best option. However, it's also common to link two or three mats to a single thermostat for good coverage. I like to focus on areas like in front of sinks, toilets, and under tables when deciding how to arrange the mats.
The mats are about twice as fast to install, and IMO easier for the novice. By the time you factor in leveling compound, the price is virtually the same. there is little practical difference between 120 and 240, as neither will draw a lot of amps. For areas over 30 square feet I usually go with 240, but follow the manufacturer's guidelines.
