w/ pools you need mortars and grouts that stand up to extreme pressures and changing temperatures, there are too many brands to name, but make sure whatever product you buy that its capable of being submersed in water. Don't let somebody tell you an ordinary mortar is good enough. I used Mapei www.mapei.us many other fine brands , Tec, Laticrete, Hydroment is the union standard but I've heard bad things, I don't care for Custom Builing Products mortars but I'm not the best judge.

Waterproofing the concrete is important, also as Tilesome mentioned ... not just ANY mortar will do the trick. Laticrete suggests using Laticrete 9235 waterproof membrane and for mortar they suggest Laticrete 4237 mixed with Laticrete 211 Crete Powder instead of water. For grout they suggest Latapoxy SP-100 stainless Epoxy Grout.
Each manufacturer has their own recommendations for specialized installations.

I've tiled a couple of pools and hot tubs. I asked around a lot of different sources and ended up using Custom's Megalite, which is a heavily modified thinset. I use Epoxy grout for hot tubs and regular modified grout with pools. However, these were gunnite pools, made with waterproof concrete to begin with, so water-proofing was not an issue.

A lot of pool builders use regular mortars and grout with pool plaster, but the grout and the tiles start to peel off after a few years.
